Program Officer-Field Operations

Muhammad Zain ul Abideen with a post-graduation degree in Sociology and score of trainings in community development, social safeguards, resettlement, gender and development, have more than twenty years of professional experience in social development with public sector projects and programs. Presently, working as Program Officer Field Operations, PMU-Punjab Human Capital Investment Project, Punjab Social Protection Authority (PSPA).

Earlier worked as Social Mobilization Officer Crop Maximization through Cooperative Farming Project-Agriculture Department, Social Safeguards and Grievance Redressal Expert DASU Transmission Line Project (DTLP) National Transmission Dispatch Company (NTDC) with GOPA International Energy Consultants GmbH Germany. The other assignments include Sociologist for Lahore Water and Wastewater Management Project, Water & Sanitation Agency (WASA) Lahore with Perseverance for Social and Environmental Safeguards (PSES), Regional Manager Community Mobilization & Education in Punjab Saaf Pani Company, Individual Consultant Community Mobilization  & Mobilization Officer Land Records Management Information System Project Board of Revenue, Social Mobilization and Income Diversification Officer Crop Maximization Project-II Agriculture Department, Gender Specialist  Gender Reform Action Plan(GRAP) Project, Social Welfare and Women Development Department and Community Development Officer in Public Health Engineering Department Govt.of the Punjab.

Mr. Zain has rich working experience on Asian Development Bank and World Bank funded projects. He is well conversed with the environmental and social safeguards policies and procedures of Asian Development Bank and Word Bank.  

 

His key expertise revolves around planning, implementation, monitoring and evaluation and capacity building in social development projects/programs. He has prepared work plans, community engagement plans, Land Acquisition and Resettlement Plans (LARPs) and Gender Action Plans (GAPs) for various projects and programs. Also, he designed and implemented monitoring framework, training modules and carried out score of socioeconomic surveys and studies, impact assessment surveys and monitoring reports. He has carried out public consultations, coordination and information disclosure sessions with district government departments, parliamentarians, community and other stakeholders through Focus Group Discussions, community mass meetings and interactive interviews. Being a team lead possess profound ability of working and managing teams.
